TopLought - LiveStreaming

I have a couple of exposed supports poles in my basement that have weeping rust coming out of them. When I was remodeling the basement I took a wire wheel to the post and cleaned everything up, then I painted with a rust preventing paint, but everything came back after a year or so. How can I remove this for good?
